OpenData public procurement standard

Together with Charles University and NGO Oživení, EEIP prepared data standard for voluntary publication of a  wide range information on public procurement. This standard extends mandatory basic minimum, and has been recommended by Ministry of regional development.

Major improvements included in the standard is provision of all relevant documents (such as contract or individual offers), as well as detailed structured information including sums actually paid, structural funds used or reasons for bid exclusions.

Files of current version of standard: 1.03 (30.8.2013)

  1. Non-technical methodology-VZ-v1.03 (.docx) – description of individual items of sent data
  2. Extended data structure (.xsd)
  3. Data definition (.xsd)
  4. Validation tool  (.xslt) – enables real-time checks of advanced rules on data structure (such as: “Each part of a tender with status finished must have a winner and contract”)

All the files are subject to open MIT license, hence they are re-usable even in proprietary-licensed software under condition of proper authorsip admission.

EEIP expects further development of standard, to keep pace with legal changes and additional requirements of standard users. The Standard is supported by tool zInfo.cz also developed by EEIP.
