Analysis of the use of financial instruments in foreign development cooperation (ODA) and comparison of institutional settings in selected countries (2019)

In 2019, EEIP prepared for the Ministry of Foreign Affairs the analysis of the use of financial instruments within the official development assistance (ODA) as a part of BETA2 project financed by TACR.

The main objectives of the analysis were the following:

  1. to map the institutional setting for the use of financial instruments in ODA in the Netherlands, Sweden, Austria and Finland;
  2. to define institutions providing financial instruments in ODA and their anchoring in the national support system;
  3. to describe the specific support focus, the types of instruments used and their combinations, the relation of institutions with the Ministry of Foreign Affairs;
  4. to compare the models for the use of financial instruments in those countries;
  5. to identify “best practices”.

The study also includes an evaluation of the advantages and disadvantages of participation in EDFI (European Development Finance Institutions), which associates financial institutions that provide these types of tools in particular countries.

The objectives of the analysis were set in the situation when the implementation of new types of financial instruments in ODA was considered in the Czech Republic. In addition to the primary data research, the study also relied on questionnaires sent to stakeholders in the analyzed countries, as well as on several face-to-face interviews with the relevant institutions in the Netherlands (FMO, RVO, MFA) and Finland (FF, FP, MFA).
