Phare programme

In 1993, EEIP prepared the Pre-programming Study for PHARE fund for Centre for Foreign Assistance, Ministry of Economy of CR. PHARE serves for strengthening of public administrations and institutions to function effectively inside the EU, promoting convergence with the EU extensive legislation, reduce the need for transition periods and promote economic and social cohesion. The study assessed the weakest spots in the main fields of government administration (banking sector and financial institutions, privatization and restructuring, agriculture, telecommunication, energy, environment, education, science and technology, social security) and identified problems. Those issues resulted in design of potential goals within funding by PHARE during 1994-1997, including baselines for organization and administration of the fund. Prof.Mejstřík managed the team of leading independent experts, who contributed to the study. The team drew conclusions on possible funding in the fields of public administration and EU Agreement implementation banking sector and financial institutions, privatization and restructuring, agriculture, telecommunication, energy, environment, education, science and technology, social security. The study proposed creation of Industrial Restructuring program of PHARE, administrative procedures simplification, better information dissemination, qualified supervision of the funding process and better cooperation with companies The pre-programming study was greeted for its methodology by EU experts and accepted by PHARE.
